My ’97 9000 CSE is acting very strange: the original battery won’t hold a
charge, the Cruise control indicator resets itself to "on", and the headlights
stay on after shutting down. It’s drivable with a jump start, and the dash
electrical shows 13.8 to 14 volts when running. Is this normal for a bad
battery, or is there someting else wrong?

13,8 -14 volts are the volts given by the generator. You have to turn off
the engine to messure the batteryvoltage. Are you sure that you don´t have
any electicity consumer on at all times? My father (9000 -92) had this
problem, that every morning the battery was dead. I took an amperemeter and
messured by pulling a fuse a time out and messure in the fusebox. I found
out that the carmounted phone was using power even when the phone wasn´t on
(=24hours/day). After I mounted a switch to the phone, the problem
dissapered.

I had a similar problem and the cause was the passive seatbelt motor was
draining power because it wasn’t in the foward position. It seems as though
you have a power drain somewhere. Have you put anything new into the car
lately. It may take awhile but try a good electrical guy, they will solve it.
Good luck
